Look, this is not working as intended. You guys have to fix this ****. This game isn't fun anymore when ALL my torps are dropped on a TR on the way to the target area where there are better targets.
Example so I can CLEARLY illustrate my point, perhaps you should just include a toggle for appropriate torp targets so we can tell our pilots what they can and cant drop on. Or maybe you guys should just keep torp bombers from being able to target TR', DD and CL's with torps.
I have a CV fleet in the North. 30 miles due south is an enemy TR. The target area is full of CV, BB and BC targets and is 30 miles further south for a total of 60 miles away from my CV fleet in the North. I launch 2 waves of Torp bombers and the 1st wave sees the TR. They drop all their Torps on the TR. The second wave approaches and sees the sinking TR and they all drop their ordnance on it to make sure it's sinking and then all the torp bombers return to base smug that they killed a TR.
WTF!
Look, fix this ****. I'm tired of it and it ruins the game. Its an AI exploit cheat that just renders torp bombers absolutely useless. Not fun to play like this. This is game breaking if you use carriers.

Torp bombers need basic code logic so they dont behave this way.
Torp bombers shouldnt target TR/KE/DD/CL/AMC or anything like it if there are better targets or if they have not reached their target area and begun a search. Only AFTER that should they be allowed to target those ships if there are not better targets. I'd even add logic where they backtrack to a target along their flight path if they've already done a search at the target area and found nothing.
Anything is better than the 2 things they do now, either dump all their ordnance on a TR or they fly in a tight circle and do nothing in the target area till they run outta fuel.

i can back this up i recently had a war deciding battle which had over 40 capital ships involved (15 cvs + bbs from my side) and 25 from their side (japan vs usa on fleet size 11)
it was an invasion battle (this gets important)
i had my carriers send in a full strike capacity i send all of them in in one large strike against the enemy carrier group and the INTIRE ATTACKING FLIGHT spots their transports and immediatly decides to engage their transports
what is assentially a 400 plane strike on the enemies forces turns into a transport slaughtering competition
in total i sunk 3 transports with those 400 planes and wasted 50% of my torpedo capacity
i now am not only outnumbered 2 to 1 bb wise (7 american carriers against my 5 and my 10bbs vs their 18 bbs) but my carrier torpedo capacity is down 50% and i have one torpedo strike left
and i dident even manage to sink half their transports let alone sink enough for them to be unable to complete the reach point goal
the second strike of torpedoes (my last one) was sent towards the enemy carriers which managed to sink 3 carriers but over 100 of the aircraft decided to go target the escorting destroyers instead WITH ARMOR PIERCING BOMBS and torpedoes
i won the battle simply because my battleships of 90k ton size were able to with relative immunity sink the enemy battle line but if it werent for the fact my cvls were exhausting litteraly every single fighter plane and constantly having cap up i would have lost extremely fast and the fact that i lost 90% of the destroyers in that sea zone which reduced my destroyer capacity by almost half
its just not fun when there is an intire battlefleet that is greater than any fleet that existed in real life and they go after the ******* oiler thats refueling one of the 18 battleships
a fix i would like to see is an option so that the planes will only attack enemy ships if they are of heavy cruiser classification or larger until they have spent 50% of their fuel loitering around searching for targets once that time is spent they will attack the smaller ships
also there needs to be some system so that all aircraft dont attack one ship
make it so that only one of each squadron can attack one ship if another ship is available for attack
if there is a lone battleship and nothing else all planes will attack
if there are 8 battleships and you sent a total of 10 torpedo bomber squadrons (of x planes) and 10 dive bomber squadrons
it would result in them splitting up so 1 torpedo bomber squadron goes for each battleship and one dive bomber squadron for each battleship the 2 remaining squads of each would then choose a target which is already targeted (preferably the one which has taken the least damage)
make some way for planes to determine targets aka they would attack the least damaged targets
torpedo splashes and bomb explosions can be seen from the sky so it would be natural for planes to attack the least damaged ships to wound the enemy fleet as much as possible

Any option for player is not solution as AI needs to do same against player otherwise it has no reason to do it. So squadron should have evaluation for targetting.
This is reason why any small ships (even destroyers) are in much higher danger than carrier force and why even small CAP is sufficient.
