Does anyone know what the "Elite Pilots" option under Doctrine does? I can't find any specifics on it anywhere.

I think that it trains fewer pilots, but to a higher standard. (Sort of like the pre-WWII Japanese approach.) During peacetime, you will eventually end up with really good squadrons, but once you go to war, as you take casualties, you will find the squadron quality dropping faster than if you hadn't taken that path.

It's in the manual, and aardvark is right: "Doctrine - Various - Use pilot training - Player can select elite pilot training (Japanese style). This gives an elite corps of well trained pilots. However, the system is more effective in peacetime and hard to keep up in wartime. Losses will have a more severe effect on aircrew experience levels. Fuel shortage affects pilot training."

So what happens if Elite Pilot Training is cancelled at the start of a war? The game either won't let you turn it off during a war, or won't let you turn it off at all. I'm guessing it is a war-time restriction but I don't have a save during peacetime to check, you could turn it off when tensions get high if that's the case.

It's a one-time decision. Once made it cannot be reversed.

While we're on it, what benefit, except a warm fuzzy feeling of being a good person, does the pilot search and rescue provide?

I believe it reduces operational losses for a rather substantial increase in aircraft maintenance cost. This should tend to improve your experience ratings that are reduced when pilots are killed in accidents. It might take some extended gameplay to determine if the benefit is worth the cost.
This is also a non-reversible decision.

Well, he certainly did. He escaped the USS Forrestal fire just barely. ( My girlfriend at the time, lost her father in that fire) Then he was shot down in an A-4 over Hanoi by an SA-2 missile. But he was a fighter just like his Grandfather and Father. His Grandfather was the Commander, Aircraft, South Pacific for awhile.

It did not like it in WW2, Korea, Vietnam ever. I served in the USAF and so did my daughter. They are going to do what ever they can do to get rid of slow, ground support aircraft. They like heavy bombers dropping loads of bombs or smart bombs on cities and select targets.

McCain also tried to fly under some power lines in Spain once. Knocked out power to a bunch of people when he hit them and was lucky to live through it. Luckier still to keep his wings, being a legacy has its perks.
