It might be nice to have some more random based event variations in future RTW updates, especially when it comes to repeated gaming. Here is a little draft for Germany:
August 1908: Cowes Week: Some prominent British visitors are not amused about the victory of the brandnew schooner SY „Germania“ against her five anglo-saxon competitors. Your comment? • Our naval technology will show similar superiority in any future conflict. (-> budget +, tension +)
• Keep cool - it’s just the merit of Germania’s talented English skipper (->budget (-) prestige (-))
• Look at her shape: form follows function (-> no effect)
Any further ideas for events in Germany and/ or other nations?
Be creative, it’s great fun to draft them!

I am happy to take suggestions for events. However, remember that event answers must be balanced. There should mostly be something good and something bad to each answer, no freebies and no pure bad answers. In the example above, no one will take the Keep cool answer, it will be basically a choice between 1 or 3.
So, to make the above example better balanced, I would set: 1; Prestige +, Tension + 2: Prestige -, Tension - 3: No effect

How about this event:
A new cruiser from _________ has just arrived on a goodwill visit and the media is only too eager to report on all of its technologically advanced features. One reporter approaches you for comment.
"You should ask parliament if you want to know why we don't have a ship like that." Prestige -, Budget +
"It's certainly a nice ship, but ours are just as good." No effect
"If that is the best ________ can come up with, we have nothing to fear." Prestige +, Tension +

My events: "One of minor nations wants to buy our unfinished ship XXX. They offer us YYY funds. - Ok, we may build better one for this money (+tensions) + money -ship
- No, she should be ours! +prestige
"Minor nation asked our government to sell them our obsolete ship XXX for YYY funds. Goverment ask your opinion. - She isn't useful anyway. Sell her! +tension -prestige +money -ship
- She is our fleet's proud! We never sell her! +prestige
- It is hard times now, we should keep all ships despite their age. +tension +budget
Events with ship trading between friendly Great Powers would be great too

As far as I can tell, there are building requirements for battleships, subs and destroyers, but I haven't seen any for cruisers.
"The Kaiser/Czar/naval secretary has sent you a copy of a new book on naval strategy. Large parts of the section on cruiser warfare are marked with bold red lines. I AGREE COMPLETELY!!!!! and WHAT ARE WE DOING ABOUT THIS??? are scribbled in the margins.
- Inform His Majesty that naval strategy is done by naval men. (Prestige--, Budget-) - Explain in a review of the book that your present force of cruisers is already perfectly suited for the job (Prestige+, Budget-, tension+) - Publicly announce a big increase in the cruiser fleet (Budget+, Prestige++, Tension+, Must have at least 8 cruisers building)"

This doesn't really work without the other nations actually being able to go to war with eachother, but what about an event based on the Lusitania sinking?
The ongoing conflict between [NATION1] and [NATION2] has resulted in an ocean liner belonging to [NATION1] being torpedoed and sunk by an enemy submarine. Among the hundreds of civilians killed were some of your nation's citizens, including a few notable public figures. [NATION2] insists the vessel was a legitimate target carrying war munitions and operating under orders that violate international laws. The [PLAYER RULER] is asking for advice on how to respond to this international incident. - This outrage cannot stand, we should declare war and avenge our countrymen! (War w/ N2, Prestige +)
- [NATION 1] should never have been using that ship to carry munitions. Demand a public apology and compensation for the families of our dead. (Tension + w/ N1)
- This is a tragedy, but we should not get involved in their conflict. (Prestige -) or (Tension -, Prestige --)

Good event, but as you say, not really meaningful without other nations fighting each other.
As you may have seen, there is already a "Lusitania" event where your or enemy subs can sink a liner.
Thanks for all the good event suggestions! Not all are feasible as they would require extensive new code, but I'll use some of them for v1.1.

Right now, alliances are purely beneficial for the player. This is not necessarily realistic. Both Germany and Britain ended up being at least partially forced to enter WWI due to alliance obligations.
"Our faithful ally [NATION] has found herself at the brink of war with our common enemy [HIGH_TENSION_NATION]. They have asked through back channels if we would support them if war came. - We're with them to the hilt! (Tension+++/War, Prestige +) - We are willing to mediate a solution. (Tension-) - Maybe we should start looking at the fine print of our treaty to see if we actually have to help them...(Prestige--, Tension--, cancels treaty)"
It would also help the immersion a bit by creating the illusion that other nations actually have a life of their own without requiring any new features (at least I don't think it does).

Maybe it is already in game, but I still never saw this:
{Allied great nation} asks your help for taking possessions from some minor powers. They want {Neutral posession 1}, while we can get {Neutral posession 2}. Your decision?
-Yes, we form half of united forces! (- sum of money, ++tension with other majors, + prestige + possession, risk of ultimatum)
-Yes, but we may send only quarter of united forces (- half sum of money, + budget, + tensions with all, (- prestige), 50%+ possession, small risk of ultimatum, risk that our ally get all alone)
-This should be discussed at next international conference (-prestige, -tensions, +tensions with ally, risk of breaking the alliance, 10% chance of taking possession, 10% chance our ally got his possession, 10% chance for any other power to get something)
-We should deny and reveal their secret plans to all! (--prestige, ++ tension with ally, - tensions with others, breaking alliance)
