Also wants to add to the post the AI's extreme reluctance to commit fleet to any action across theatres in which it has some, but limited basing. The AI seems comfortable with going to zones adjacent to their home zone from time to time, but generally no further. This result in Japan rarely having to fight any battles against any major power besides Russia, not even in SEA where the nation like France and UK holds sizable basing. This mostly result in late game Japan seeing very little large scale battle in general, with the AI sending the force in piece meal even if there are no player allies tying them up. (There are the occasional sortie of a few BC and maybe CV from time to time, but they return almost immediately, sometime before arriving in SEA, meaning its actually very hard to get any kind of battle involving them) For a Japanese playthrough, you might want to change the 'Home and Build Area' for Britain. Also increase the base capacity in the Indian Ocean and SEA so they can put more ships there. See THIS post for what else I do for a japanese playthrough. That's a good workaround, and might be enough for most games. Would still be nice the AI can just be generally more competent with positioning its force across the globe. I very much would like to see a war in the pacific against the US, which doesn't seem to be possible in the current game since the AI is extremely reluctant to move force about. (Giving them base capacity helps, but probably isn't enough.)

(Giving them base capacity helps, but probably isn't enough.) In case you missed the link, this is a HARD Japan playthrough: What is the actual effect of that changes though? Will they behave much like Russian did and constantly garrison large fleets in their respective new home area, and active send fleet down when war breaks out? Based on my experience unless you are in the AI's tagged home region they really don't like to stay very long in other regions even with some base capacity(that said, maybe giving them a lot will make it different). So what happens is that the AI just ends up juggling its fleet between its home area and where you are at.
