Was working out what it would take to capture India and South Africa, being that their base values are 40 and 25, respectively. Any base value of 15 or lower will allow an invasion. Also, changing a basevalue=200 to 100 or less loses the Home Area, which also drops your ability to put ships in reserve or mothballs and incurs a Force Requirement based on basevalue and or basecapacity of that region. A nation needs at least one Home Area to be able to put ships in reserve and mothballs... although I plan to wipe a nation off the map and we will see what happens when I do... Some nations like France, Russia, Spain, Italy, CSA, ROC and the USA have two home areas. Two are not needed, strictly speaking... By adjusting the basecapacity and basevalue stats, you can turn a once home area into a very valuable and capturable colony. Just edit those values in your save game MapData file. Be aware of the values you use so the Force Requirement isn't excessive. I usually edit my files so one of the home areas may be captured. For example, when playing Japan:

Yes, Russia's main fleet will be on your doorstep minus the Force Requirement on the other side of the continent.
The closer they are the more likely you'll have a major naval encounter with a large fleet. It all depends on two things. How far away their Home/Build Areas are and how much basecapacity they have to support their fleet as they move to the conflict area. For example, if you do as I've instructed, and you're not allied to the UK and they have control of Egypt, then all the nations that have Home/Build areas in the Mediterranean may move into the Indian Ocean and then into SEA. If they have sufficient basecapacity in the Indian Ocean, larger fleets will pass through there. If they have similarly sized basecapacity in SEA, they will move large fleets in there. But anywhere along the chain where their basecapacity is low, Germany for instance has a very low base capacity in the Indian Ocean, and thus has a very hard time positioning a large naval presence among their Pacific holdings. So you need to boost the basecapacity a little for some colonies.
Remember that Japan has a tiny economy to start out with. You may find that a base capacity that suits your playthrough in the early era may need to be raised in the late era. But don't set it too high too early or the other nations will have so much naval presence vs Japan that you'll likely get squashed. Currently, Japan's small economy, combined with the low basecapacity of other nations and compounded by how far away their Home/Build Areas are, is sufficient to take on larger nations and easily win. If you utilize my idea, your Japan playthrough will shock you. It's no cake walk anymore and a whole new game.
