Can not run fleet exercise if canceled previous exercise

I attempted to run a fleet exercise. I pressed OK on the main screen, saw that it was too expensive, and hit Cancel. When attempting to run a fleet exercise, I got the 'you can only run one fleet exercise per year,' even though I did not run the fleet exercise.
