I have a few suggestions for things that I think would be relatively simple to implement as far as battle generation goes. I know there are a lot of more detailed things that people want, but they would be much more intensive.
1. Declining battles should not be an option in defensive engagements. How are you supposed to decline a convoy or coastal defense mission? If you don't want to defend the target your option is to run away when the battle starts and let it be destroyed. You (and the AI) should only be able to decline offensive or meeting engagements. If declining to defend a convoy is supposed to signify a decision not to send convoys out from port because you aren't confident in your ability to protect them it should be an option in the main UI over by the submarine warfare policy, with negative effects on economy and unrest.
2. In offensive battles against fixed targets you should be able to choose the time of day that the battle begins. I hate when I have a coastal attack, surprise attack, or invasion battle start at dusk when I am depending on my carriers to do the heavy lifting. On the other side of the equation I would prefer to start some battles at dusk when I am at the disadvantage with air power or have a radar advantage. It makes perfect sense to be able to decide what time to launch your attack, the Japanese didn't start the Pearl Harbor attack at dusk like I always get stuck with after all.
3. Give a weather report for the battle in the dialog. It might make sense to add a tech tree for meteorology and give more accurate and detailed reports as your tech level improves. Weather can have a big impact either way on whether or not you want to accept an engagement (for the the same air power and radar reasons), and historically navies spent a lot of effort and resources trying to accurately predict it. You shouldn't have to accept blindly just to find out the majority of your forces can't operate because of a hurricane, and all those beautiful carriers are only there to eat a torpedo in the end of scenario events.
