ccip, I thouroughly enjoyed it too! My Kudos to you!!!!! Here is my brief story with the game.
I just starting playing late, late last night and started my first game as France. Whew! I was sacked in both attempts. My prestiege went too low. Admittedly I was dazzled by new fire control possibilities and decided to send all CA's or larger to update at the same time! So stupid, I know. My colonies were left bare and I was promptly sacked.
The next time as France, I would get going well, then the naval policy/budget would change drastically. It was like having a double personality. I never knew if I could spend freely for the next few years or have to halt everything building and MB all old ships. It was a fun challenge to say the least. I went with the flow for a while but in all 3 wars, one with Italy, Germany, and the US I never won any of them and we just wore each outher out to a status quo. I also just built my first true BB when the schizo Prime Minister decided that he did not want a navy for the next few years and the population were angry at the spending. Sacked again and had a coal ligther named after me! Sheesh! It was a roller coaster.
I think I must be the only player to have not yet "won" a war. I was going to do an AAR but it was so pathetic, it would have been a comedy if anything.
Out of my own ignorance of pre WW2 France, were they really that indecisive? How can you want 12 cruisers one year then drastic cuts and social programs when those 12 cruisers you made me build cheaply are only half done? Since they were so crappy, to mothball they go. Crazy! If this was how it was, you could not have paid me enough to be an Admiral.
