I have noticed there is an evade button on the ship panels. However, I have never been able to check the button. Is it not working or is there soemthing wrong on my side? Is it suppose to produce minor evasive action while maintaining general course and speed? I think I have seen AI ships which appear to be moving in an S manner. I think it would be a useful maneuver for a human player.

Your own AI ship captains will maneuver their ships to evade incoming fire (or not) without your intervention and this is by design. Evading includes salvo-chasing, turning short (or long) or other techniques to throw off an enemy's targeting solution. If you see the Evade box checked, the enemy is receiving a penalty to hit but your ship is also receiving a negative modifier for its own fire probabilities. Typically a ship will evade when enemy fire becomes effective; that is straddles are being achieved or several ships are firing at the target but the criteria has a number of random elements, none under Player control and this too is as intended.
SAI was designed to place the player in the role of an Admiral and no real world admiral worthy of the rank would have (or legally could have in most navies) micromanaged individual ships the way some wargamers would like to.
