Some older ships built with brittle steel and old construction methods shouldn't be eligible for being rebuilt more than a few times. They just stay obsolete and start costing more and more maintenance. Makes sense to me... I have ships that are 40+ years old. That's pushing it. Anyway, thought it was a good idea...

Maybe they would still be refitted but would retain obsolete status Like the dreadnoughts and armored cruisers that received anti-aircraft guns in WW2

If you rebuilt ships and their turrets, they armour quality is still same as aƄ time you design it.
It is not realistic however it gives similar effect, older ships being less effective.
I have lost capital ship built around 1930 with reasonable damage control in 50s through progressive flooding even if ship itself was almost undamaged (I lost more than 2/3 of flotation points through progressive flooding). May be it is abstracted in damage control, I do not know.

Perhaps the game could have varying degrees of obsolescence, ranging from "it's a bit old" to "completely obsolete, why do we even still have it?" Rebuilding a ship could revert it to an earlier stage, but as the ship gets older (relative to it's initial date of completion), the lowest level of obsolescence gets higher and higher. Then, you can just base the cost on the current level.
For example, take a generic ship built in 1900. After, say, 5 years, it reaches level 1, with a small increase in upkeep. 5 years later, it goes up again, to level 2, and another, larger increase in upkeep. The next year, it undergoes a minor refit, which reduces it back to level 1, with the first upkeep increase, but not the second.
Maybe also allow the player to adjust the level of a rebuild, increasing time and cost, but lowering the obsolescence level further, with the resulting benefits to upkeep after the refit is complete.

Perhaps a hull wear system?
*A ship that is Mothballed deteriorates at 25% rate - it's not going anywhere, and is in a sheltered harbour putting minimal strain on the system.
*A ship that is in Reserve deteriorates at 50% rate - it is being used, but not to the normal extent placing less strain on the hull and fittings
*A ship that is Active deteriorates at 100% rate
*A ship that is Raiding or in Trade Protection deteriorates at 150% or 200% rate (maybe this can be modified by sea zone? The Med. is more sheltered and less prone to bad weather for example) - they are more active than usual, hunting enemy vessels or escorting friendlies, and are more likely to get caught in poor sea conditions that place more strain on the hull.
