I don't want Land Airbases to exceed 60 aircraft. Ever. Even for the AI. How do I do that?

The campaign airbase system is hardcoded
You could edit the IDes files for the airbases but that wouldn't actually change anything

I am not certain that this is an issue. There were airbase complexes, with a main base and auxiliary fields. They all might have sixty plane capacity total, but they did not have full capacity until a war started.

I am not certain that this is an issue. That's because you don't know what the problem is. Let me explain it to you. France late game has 8 airbases. Italy has 19. As a result, Italy has far more naval aircraft than France. And because of the way the AI is currently programmed, it gives preference in spending for naval aircraft over the surface fleet. You'll notice every game you play that stating in the late 30's and going on until the end of the game, some nations with large naval aircraft counts begin inexplicably to scrap their Battleship surface fleet. Ships that are only a few years old are getting the scrappers torch so the AI can prioritize their naval aircraft expenditures. Of course, that's just conjecture. I don't really know that's why the AI is scrapping their fleet, but detailed economic investigation has shown the AI overspends their budget on aircraft at a rate where they end up scrapping their whole battleship and BC fleets in the mid 40's. In the example above, Italy has ONE BB and 3 BC's and more aircraft than most and I'm sure their budget isn't capable of supporting even those numbers. Meanwhile, France, because they have fewer airbases have a much larger navy. It's ridiculous. So limiting the airbase numbers is a stop gap measure to not have dumb AI ruin the game. Honestly, these sort of things should be moddable. All these things like how often airbases get an upgrade option in size and when that happens, all that should be a text file we are allowed to alter. RTW2 is not a very friendly modding platform. I give it 1 out of 5 chili peppers.

However, I scrap ships around 1930 that are cramped, short ranged or just at least 20 years old. Many times if the funding is available, I will upgrade and then mothball them. Another issue is what nation are you playing? There are nations where airbases are far more important and useful. Italy is one of them because with airbases on Sicily and Sardinia they can scout and control the Western Mediterranean. Now for the French, they have the Atlantic and the North Sea. But the ranges are long and they could have help from the British. For French airbases covering the German's on eastern France and Belgium are far more important. This could be part of the assumption by the designers, I don't know.

This is a problem that affect all AI. In the mid forties, most nations don’t have any bb left.

I would like to point out the fact that IRL by the 40s Battleships and Battlecruisers were being supplemented by aircraft and Carriers. Only a handful of said ships remained a part of the navy post-WW2, most were scrapped or made into Museums.
However, if the AI doesn't have enough funds to build/supply BBs and BCs due to Land Airbases, I doubt they have enough funds for CVs. Are they not building those either?

You can periodically set the max airbase size down to 40 through the save file as it appears to be a universal setting
