When I right click on Tension Levels, I'd like to see two options presented.
Raise Tensions
Lower Tensions
Each should have a cost to the navy in terms of budget and prestige. Each option could be explained thusly:
Raise or Lower Tensions: Raising/Lowering tensions will cost you prestige and requires a covert program increasing the cost of your intel effort on this nation with no guarantee of results. Proceed? Yes, No.
You don't have to tie it into intel costs, but that'd be my play. I'd double the cost of intel for the duration of this effort, say randomly 3-6 months before you get an affirmative or negative event raising tension and cost 3-9 prestige. The chances of success depend on the tension and the intel level. Or something like that.
