I was playing a "destroy bombardment target" mission earlier and even though my ships were in range and had identified the target as the target to be destroyed, my ships would not engage no matter what I did. The battle ended at the timer with out my ships firing a single shot. After that mission failed, the next turn I had the exact same mission in the exact same spot. This time I parked my ships right next to the target and again they would not shoot at the target until after about 1500 turns my ships opened up on the target and was completely unable to destroy it even though I was shooting 8 and 10 inch shells at the target and hit it 83 times. The battle ended after my main ships had basically run out of ammunition and had a CA show up that I tried to deal with. Attached are some pictures I took and I hope that this issue can get tracked down. If you need more info please let me know.

With regards to not shooting, is the "Land LOS" calculation box checked? This simulates terrain effects, meaning targets are masked from your guns at certain distance and angle combinations.
83 hits, which appear to be mostly from your secondaries (20 medium hits, 63 light hits) seems quite low, which I suspect was due to being stationary. I find that I generate more hits when moving at cruising speed. Also, do you have gunnery training enabled?
Finally, what is your ammunition doctrine? If you were heavy on AP and light on HE that will have an effect on the damage inflicted.
