Has anyone ever succeeded with this and won a war even though he was blockaded? And if so: How? Hundreds of subs or raiders?

Well, I wouldn't go to hundreds! Raiders are probably the best direct solution, because I've noticed that once you start deploying them to other areas, especially areas with enemy bases, they will be forced to reassign ships there in disproportionate numbers to hunt for raiders. I've seen the enemy concentrate as many as a dozen cruisers in an area just trying to catch a couple of raiders, which understandably takes away from their blockade fleet until the blockade can't be sustained. Subs seem to be better at just grinding down enemy morale and forcing them to lose the war first.

Using tons of torpedo DD and sinking their capital ships worked for me in my last game. Traded 2 BCs and 11 DD for 7 of their BBs and 2 BCs. Then I was blockading them

Played as Spain and was blockaded for nearly 3 years by Britain but still won the war because of raiding and destroyers taking out their B's and BB's.

So it might be a working alternative to follow e.g. the "Jeune École" early enough in order to cope with blockaded home bases in later years. BTW: Is there any use in building fortifications at your overseas stations or is it just a waste of money? So far I never experienced any attacks or blockade on my overseas bases like e.g. the historic Siege of Tsingtao in 1914 (see en.wikipedia.org/wiki/Siege_of_Tsingtao) ... So far I didn't come across a similar random event in RTW.
