Would it be feasible to either separate the limits on ship design and effects of research from the .exe or provide a guide/tool for editing the .exe which shows models how to modify these values without giving insight into the DRM?
I ask because I would like to mod these values and share these mods without assisting pirates.

Obviously I can't speak for the devs but that seems difficult to implement, It would probably be easier just to move them outside of the exe (events, limits, research)

I was thinking something like this: 1. Allowing editing of the effects of research (ex: how much of a reduction in weigh is given by Improved surface condenser, how big of an increase in ROF do Improved power rammers provide, ect) 2. Allowing editing of the limits of ship design (ex: are centerline turrets allowed on CVs, how heavy can a DD be, how fast can a KE be, ect) 3. Allowing editing of the effects of various other options (ex: what is the ROF of autoloaders, what is the default hp/ton ratio of coal/oil/diesel machinery, what is the firing arc of D turret, ect)

personally I'd like the game to be more modable. Maybe there could be hooks to allow 3rd party extensions such as TortugaPower's battle resolver.
There could also be hooks to allow 3rd party computer AIs which would design and fight their ships. If this was possible, and the AI for each computer-player country chosen at random, then the game would be less predictable as they would each have different playing styles. There could even be a "tournament mode" where AIs could each design a fleet and then fight each other.
