My question here is about the labels on certain nations while selecting them. The "Bombastic Head of State," "Technology Leader," and "Cautious" type of things. My issue is that it's unclear what they actually mean and a peek in the manual bore no fruit.
Sure about half are self explanatory like "Technology Leader" would tell me if I were new to the game that I probably have an advantage when it come to research if I pick this nation, though how or how much? Do I research faster and if so, how much? 5%? 10? 15? "Rapid Economical Growth" tells me that I'm not going to be too strapped for cash. "Hidden Flaws" says a lot if you know about British naval history at this time, even just a bit. "Undeveloped Shipbuilding Industry" and "Efficient Shipbuilding Industry" is obvious enough to say that there's an advantage and disadvantage here on ship building speed, but by how much? Same with "Poor Education" being the opposite of Tech leader. Japan's "Surprise Attack" would be clear in that I would have some mechanic about some attacks, similar to the Pearl Harbor and Port Arthur attacks.
Others are rather ambiguous and only through play have I figured out what they meant, I think... "Bombastic Head of State" for example I've linked to the Kaiser being mad when I lose too many capital ships in what in any other case being a major victory. Though does it also connect to some other events like the head of state "making a political gaffe" or "demands a luxury yacht?" Or Italy's "Some Corruption" goes to the event that some saved up funds have been siphoned out.
Then there are the ones I still haven't figured out yet to this day. "Cautious" and "Inconstant Naval Policy" being the two big offenders. Is Cautious supposed to mean tension is slower to build? Or does it mean the nation as an AI is less likely to pump up the tension? Inconstant Naval Policy, again, does it affect me as the player in some way, or is it an AI quirk? And if so, what at all does it mean? And another mention to Britain's "Global Naval Power" has given me confusion? Does it mean nothing and only represent the the UK has to keep a larger colonial force to maintain it's larger than life empire or is actually tangible?
