While playing a battle I got the popup below.
I noticed a few things. I could hit Enter to dismiss the popup and advance the turn, and the game would play out another phase, but not actually advance the turn--the log would not update and the game clock would not advance. Looks like it wasn't really recognizing the turn as happening. Saving and exiting and then reopening the game has resolved the issue. As I don't know what caused it I couldn't tell you how to reproduce it.
