My current play through is USA with ahistorical budgets.
It feels kinda anti-Freedom to have collapsed several of the world's nations into Facism/Communism (Germany, United Kingdom and Russia).
I'd like to have a chance to turn them back into democracies and rejoin "Team America".

I think I have seen it happen, but historically, unhappy geopolitical consequences to victory in a war are commonplace. Witness the consequences of Germany defeating Russia after WWI. Even when a revolution does install a friendly government, it often sets the stage for later instability and revanchism: witness Germany after WWI, or Western victory in the cold war 30 years ago vs. the state of Russia and China today (and that wasn't even an actual war!). Wars like WWII are *rare*.

Some time ago, I expressed my annoyance at collapsing Fascist Italy into another Fascist government. At the very least, I expected the Communists to take over.

There is a possibility that a Fascist government will go democratic after losing a war, but other outcomes are possible as well.

Think of something like the July 20th plot against Hitler. The plotters, in general, had been supportive of the Nazi regime early on, and almost certainly would have created a right-authoritarian government had they succeeded. They were certainly not communists.

Perhaps some sort of option could be added in an immediate post-peace settlement message that would allow you to boost the chances of a liberal democratic/limited democratic government forming in exchange for a combination of prestige and budget.
