My ships returning from battle are unable to enter the port of Stavangar. I believe it is that the port entry radius is shorter than the nearest approach allowed by the blue shallow water line.
recommend tweaking the blue shallow water line to allow entry

For testing I've attached an end of battle game save near Norway.
The bug was reported in 1.12 and I dont think this was addressed in 1.13
If you give it a go with this battle save you won't be able to actually get your cripples into Stravanger. Likewise I doubt Bergen.
I believe it has to do with how far inland (up the fjords) the bases are located making them too far into the no-go areas.
Methods to fix are:
1) tweak the coastline draw for a sailing pathway to the port
2) more the port closer to the coastline shallows
3) change the port radius for these

I've noticed this too with Stavenger and Bergen. I didn't report it until now because it didn't affect battles, but as the US, after finally getting a foothold in Northern Europe but with my technologists unfortunately giving torpedo bombers a miss, I was losing against the UK in a battle and lost several more cruisers than I otherwise would have due to not being able to enter Bergen. Some of those were lost in a futile attempt to find a secret entrance, much like Grimsby can only be entered in the topmost part, near the place Google Maps calls "Spurn Bight". If you try to enter Grimsby from the southern part of the Humber Estuary you get blocked and directed north.
