This game is absolutely amazing! After 3 campaigns, I can say that it is an absolutely amazing Grand Admiral simulator. I do, however, have several issues:
1) I would love to see a more historical start. Some nations, based on geopolitics and history, were more prone to be aligned towards each other. France/Britain against Germany, and Germany/Austria against the west and Russia. I would love to see another option that would ensure a more plausible setting.
2) Why are there no wars between the AI? It makes it seem like the world centers around you and only your decisions, which is awful. 3) Why are there no large wars? Every war is a 1 vs 1, and that doesn't feel very realistic.
Overall, this game is a really good sandbox, but I really would like to see it be more historical/plausible.

So... 1) There is a "friend" stat, improving diplomatic relations between certain nations early on, for example Germany-AH or Britain-Japan. seawolf is currently working on a historical starting fleet mod (when will us testers get it?) 2) tortugapower is working on a mod for that, don't know where the progress is there. 3) While true world wars don't exist, you can have alliances with other nations and fight wars together, while AI nations can team up against you.

1) I've never noticed it, I played 2 campaigns as the UK and one as Germany, and I've never seen any signs that these nations are friendlier to me, quite the opposite. I've fought 3 wars against Japan as the UK. Granted, I've never fought a war against AH as Germany, 2) That's great! 3) I haven't seen any alliances in my 3 campaigns, not even an offer to join one. I haven't been able to ask another nation to be my ally either.

Human-computer alliances are usually the result of one of two random events - a power asks for a security arrangement with your nation and you're asked for your advice (you can call them dangerous and irresponsible for more budget at the cost of some tensions with them, you can advise the government to seek broader arrangements which gives a general tension reduction at the cost of some budget, or you can advise the government to form the arrangement which usually results in an alliance and reduces tension with the other nation but costs some budget), or the government 'is concerned about tensions leading to war and wants your advice' (you can call a disarmaments conference, ask for a bigger budget at the cost of increasing tensions generally, or suggest seeking an alliance with another power). More rarely, a computer power will join a war on your side if enemy submarines trigger enough 'neutral liner torpedoed' events.
Computer-computer alliances are in my experience somewhat more rare than human-computer player alliances and usually form when your submarines trigger too many 'neutral liner torpedoed' events while tensions are running high with one or more neutral powers or when you provoke a war with two or more powers simultaneously. More rarely, you'll get an event notice indicating that X and Y have formed security arrangements with one another due to your aggressive and expansionist foreign policies.
Note that player-computer alliances are not guaranteed to result from the random events that allow for formal alliances, especially if tensions are running high between you and the other power or if you're already involved in another alliance (though not to the extent that formal multilateral alliances are impossible).
I believe that that only influences tensions at game start.
