Question: When selecting ships for cruiser-level battles like coastal raids, convoy attack/defense and the like, are battlecruisers counted as cruisers and can be potentially selected for battle? Or just CLs and CAs? As I enter the battlecruiser era, I'm trying to decide if I should keep CAs in my main fighting fleet or relegate CAs to colonial duty and go for mostly BCs instead.

In my experience they do. CAs and BCs both fill the same slots when battles are being generated.
It should be noted that there are multiple levels of cruiser battles. It can range from small groups of CAs and BCs (with CVs later in the game) to single CLs.

It might be a tad bit more complicated, because while for RtW1 I'm fairly certain that this was very simply the case (just build BCs and whenever a cruiser battle happens, the battle generator won't bother with the lack of cruisers and just slap your BC in, immediately gaining a massive advantage), in RtW2 I tended to get "no suitable forces in the area" message when I had massive amount of ships just flocking in an area, but without say, any cruisers. Some battles might still generate interesting scenarios, for example I just had an early coastal raid with almost all of my cruisers against two raiding 19kts pre-dreads. Overall, I am not entirely sure if this was a bug or intended, and the game basically said "if you haven't got any cruisers, then here's your VP penalty", but I'd say the latter. Probably for the most part BCs do count for cruiser roles, but I would not dismiss the possibility that this isn't the case for all battle types where if you don't have actual cruisers in the region, you are s.o.l.
