Designing light cruiser in UK shipyard (same issue is even when shipyard is changed to local one), I have 5000 tons light cruiser requesting with 29 knots oil fired propulsion and speed priorization 53460 hp.
As cruiser has negative weight remaining I increased displacement by 100 tons but to my suprised same 5100 tons ligh cruiser needs only 44864 hp, thus making 380 tons saving by increasing displacement by 100 tons.
Design variant 5100 tons is named "TEST".

Is this a sneak peek for the AAR? May be. I usually study different designs and thing of them before commitment to build some ship. So it is more about technology study and as Italy has for the first time need for 6100 tons colonial vessel, there are some thoughts about 5000 tons colonial cruiser. And even if one of Padua class light cruisers was sunk and it was found that this cruiser is just too small to fight in battle with several cruisers on both sides, something reasonable cheap about 5000 tons could be solution and supplement to 7200 tons heavy cruisers under construction. Milano class will be studied what can be done by refitting these ships however they are already on slow side of modern cruisers and especially their belt protection provides limited capabilities compared to modern 3" inclined belt armour. As save is provided, you can look at situation after the war.

Thanks for the report dorn -very likely it is a 'breakpoint' issue in the HP/Mass data schedules. There are some minors ones usually but this is huge compare to displacement.
I do not know how RTW calculates everything (just that hp uses tables as base) but 5000 tons cruiser is quite common so this "breakpoint" really hurts the game.

There was a bug in the calculations that created a sweet spot at exactly 5000 tons displacement. Thanks for finding this!
