So, either this was a fluke/bug in my game, or it's something which (I feel) should get corrected.
I am playing as Germany, allied with Italy, and got into a war with Great Britain. I expected my Mediterranean holdings (most of which I'd taken from Italy in a previous war) would be protected by the Italian fleet. However, on the second turn of the war, Britain launched an invasion of Rhodes, despite having a couple of light cruisers against the entire Italian battlefleet. My suggestion is simply that allied forces be counted towards the force superiority required to launch an invasion, either for the AI or the player. As of right now, it seems like they are not (or, again, I had a bug).
Also, the AI initiated two invasions in the same month in two different sea zones, something the player can't do, but that's a whole other issue.
