Had an early war with France and Britain seized my ships while waiting for bigger gun development. Not a problem, the war will end with colonies seized and I'll have them back. Well I win, the war is over and Britain hasn't handed my ships back. You can't just seize the ships I bought because A) Britain is not at war with me and B) Even if you are concerned about the war expanding, said war is now over and the ships rightfully mine.

Sadly, that's relatively close to what I think you can expect to happen. Great Britain can just ask "what're you gonna do about it, huh?". Odds would be that after a war the government and population wouldnt be gung ho to enter another over some military equipment.
And who knows, maybe they'll give you a 10% discount on the next ship you order from them.

Well, if you're so upset about it, go fight Britain - there's a slight chance that you'll get to take a ship as reparations if you manage to end the war by collapsing their government, and maybe you could do that without sinking these ships you care so much about. Otherwise, you're not getting them back by any means within the game.
As to the seizure being illegal, maybe it would be in the real world, but in the game a power that's building ships for someone else can seize them when tensions with that power become sufficiently high, not just if you're at war with them.

From my very surface level readings, the British seizing of two Ottoman battleships was legal, since there was a clause in the contract that allowed for it. This was before the Ottomans sided with the Central Powers, but of course Britain was actively involved in a war at this point. Even if it were illegal, who exactly is going to enforce it? I can't imagine most nations would be willing to join you in a war over a set of ships, and like I said earlier, it's going to be a hell of a sell to get your government to back a war directly after concluding one over a few hundred million naval funbucks. EDIT: Actually, another article says that it was technically illegal since the ships were seized before Britain was at war. But Britain also knew that once they took the ships, there basically wasn't any chance the Ottomans could do anything about it. EDIT (again): One possibly change would be that, in the event you win a war against a nation that has seized a ship of yours, you can chose to reclaim those ships, outside of the usual "war prize" rules.

You take the risk, you can get advantage of them if ship is delivered or you can loose your ship if it is seized.
I still feel that disadvantages to build ships in other nations shipyard is quite smaller than in reality was. In reality if you regurarly order ships in other nation shipyard, your own shipyard would not have experience, will struggle if they will not have a lot orders from other areas. Your gun production will be supressed etc.

My thoughts are a bit conflicted on this. On the one hand this sort of thing is historical, the British would occasionally snaffle ships building for other nations though mostly they offered compensation. In game though I suspect the problem is all AI nations go to war mode and not just the belligerents. This one of the least real world like aspects of the game and a little annoying and produces instance like this when a friendly nation might well seize your ship.

Well Britain did just that to Brazil and Austro-Hungary so it is somewhat accurate.
