I don't know much about real SAP characteristics in game too, but I think, it's piercing effect may be nearly 1/2 of AP, so I add 20-30 % of SAP (reducing mainly AP number) to big and medium main guns and order to use it at close distances. And once I see that my main guns may pierce from medium distance twice more armour than my current enemies have, I add another 10-15 % and allow to increase range of their use. Don't know if this work, but I have rarely wanted to complain about results of shooting

In theory, you should be using HE for longer ranges and in the earlier part of the game. SAP should be used as an alternative to HE if you suspect your enemy is incorporating a lot of light armor into it's designs.
In base S&I/RJW, the AP quality is editable and is found in the Data folder and the Nations sub-folder. My understanding is that, for an earlier or later start date than those defined, the AP shell quality defaults to the earliest or latest available date as applicable. RTW has a similar Nations sub-folder that contains AP quality for the years 1914-18. The data implies that Britain has weak AP shells at the beginning of the game but that AP shell quality evens out in the later part of the game. Presumably this may be edited as required.

Through testing I found that everything defaults to the numbers set in the year [1914] and the rest years have had no effect. Hopefully it already is fixed in RtW.

In later versions of SAI the data was rearranged. In RTW everything depends on the tech level and characteristics of the nations, the Nation file does practically nothing.

The data for 1915+ has to be there for the program to not throw errors, but the actual values have no effect in game. Was easy to test. But Im fine with it! I'd rather your time spent on RtW for improvements and/or bug fixing!
