Because RTW2, unlike RTW1, goes into a period when supply vessels have been able to extend operation time of warships, especially raiders. And later even underway replenishment was brought to life.
It would be good to have some simply system to make these into RTW2.
Some ideas how to simply implement this:
Supply ships (eg. Altmark)
The AMC type of ship can be used, only new possibility between AF, TP, R etc. on list of ships appears - supply, which is possible only for AMC.
Effects: Each such AMC should have value based on displacement or free displacement (simply displacement is value of supplies carried). This allow supplying warships in area without port up to some number decreasing chance of bad event (lack of fuel, engines problem, scuttling, intervention in neutral port) significantly and even damaged warships can have a chance to move from area to area.
However AMC with status "supply" would be checked against being intercepted by enemy warships and if so and recognized they will be sunk without battle and that information would appear in commercial warfare summary.
This possibility will be opened by technology unlock.
Note: This will allow raiders operate more like did Germans in WW2.
Underway replenishment (aka USN and RN in last years of Pacific war)
To have global pool of such ships with costs of each one and maintenance costs of each one with similar simple construction as submarines. Each ship will have value of supply and each warship would have value of needed supply (for simplicity I would use displacement, may be for carrier double the displacement)
Effect: As long as amount of supply ships value is greater than supply warships value for needed supplies, no asterix happens and if is not so, the chance of asterix is reduced proportionaly to amount of supply ships. If ship is damaged in are outside a port chance to return of port not to be scuttled or interned increase.
This possibility will be opened by technology unlock.
