Finally found a pic of a "underwater torpedo flat" fitting a 1900-start protected cruiser:

As one can easily see, HE shell hits on this seem very very unlikely ... .
I'd really like to hear the devs viewpoint on this ... Fredrik ?!?

As far as I can tell, most torpedo flat hits disable that torpedo tube/room. This necessarily doesn't indicate a penetrating hit, simply that it's no longer viable to fire the torpedoes. The bar could be wrecked, debris in the launch tube preventing egress, handling equipment disabled etc.

SMS Lützow was lost during or more precise after Jutland because of a submerged torpedoflat hit; it is a real risk and should be in the egame;
concerning the ratio or probability;: It happended sometimes but not with the disturbing regularly as engine hits in prior versions.

The bar could be wrecked, debris in the launch tube preventing egress, handling equipment disabled etc. The fact that most times a "torp flat hit" causes massive flooding very well indidcates a massive hole in the ships side below the waterline, IMHO. If these where only hits like "splinters penetrate the deck armour, machinery damaged" (or somesuch, as we have in the game), there would be no flooding involved. And even then I would argue that such hits should not occur with low caliber (4-6in) HE shells, which would detonate on impact with the water surface or the ships hull at the waterline, from where the splinters would have quite some way to go (around or through) armour to get into the torpedo flat. I am not argueing this should not be in the game. I am not argueing that the ratio or probability is too high.
