why is it that we are not allowed to build hybrids properly? that was one of the major thigs i was hoping to see in rtw2 You would need to ask someone else to know for sure, but my guess would be that it's because no hybrids were actually built until you get to something like Kiev or Kuznetsov, both of which are outside the period covered by the game.
If you want to bring up Ise and Hyuga, note that those ships were incapable of recovering aircraft on their flight decks and as such are essentially battleship-seaplane carrier hybrids, which can already be modeled in the game by including large seaplane complements on your battleships.

Except you can't put more than 7 floatplanes on non-AV ships. Which I do believe is a bug, at least according to a manual you should be able to.

You used to be able to do so; I hadn't realized that that had changed, and I don't know of any reason to think that the change is not a bug. This is from about a year ago:

I knew I wasn't imagining this. I reported this as a bug, hope it will get looked at. According to manual this should indeed be possible.
