That's for ww1 era SAI or the Russo-Japanese era?

The South American nations really spent big in the pre-ww1 timeframe, so combined they would have a navy to rival Austria-Hungary.

The South American nations really spent big in the pre-ww1 timeframe, so combined they would have a navy to rival Austria-Hungary. Key word "combined". Chile, Argentina and Brazil all hated each other's guts. Without the bitter rivalry in the first place (Chile and Argentina only very narrowly avoided war in the early 1900s) these navies would never have grown so large in the first place. All 3 nations were deep in debt after some of the larger purchases, with Brazil almost going brankrupt and Chile using up its gold reserves to buy ships. While certainly the admirals of each respected navy worked hard to keep their country on an equal footing with possible future foes, the economies were simply not up to the task and the naval race had a lasting and damaging effect on the whole region.
