I'd like it to be historically paced, but from say 1850 or so. Give everybody generic steam/sail wooden warships to start, and let the tech develop from there until maybe 1935.

That is a lot more work since the damage model will not fit. While that might be possible for a RTW2 I would prefer that one to extend the historical frame to 1935-1940 with early carriers. Using the existing engine and game to provide a "marathon" experience should be easier.
