If it wouldn't be too much trouble, could we have a single stickied thread for custom nations? We're starting to get a fair number and I, at least, am still working ( ).
Perhaps one post per custom nation with a brief blurb by the author and the zipped attachment?

Imperial China:
This custom nation assumes that China was able to go through a Westernization process akin to Japan's Meiji Restoration. All Chinese territories except for Hong Kong are therefore under Chinese control.
China starts very weak - comparable to Japan in budget and dock size but having a friendship with Germany. But China's economy will be on the fast-track to growth and its naval budgets will grow more rapidly after 1906. In my last game, by 1914 I was economically ahead of France, Russia and Japan, and able to fight the US successfully.
Home areas are Northern Asia and Southern Asia and the principal building area is Northern China.
The flag is my take on a possible Chinese Naval Ensign; the gold flag was too hard to see against the tan-colored land so I added a red stripe on the tail for visibility.
My sincere apologies for the ship names - I do not speak Chinese and did the best I could. Battleships are named for people and mountains, battlecruisers for dragons, armored cruisers for provinces, light cruisers for cities, destroyers for mythological creatures. The MS/AMC "Zhuli" is - I think - something like assistant or auxiliary. Since there are several 'accepted' ways to spell Chinese names (Peking/Peiping/Beijing) using the English alphabet, I'm sure there are various ways to spell all of these - and I was not able to be consistent. If errors were made please let me know.
Most of the WarInfo missions are derived from the Japanese with changes to reflect that Russia, Germany and Great Britain no longer have ports on the Yellow Sea. The Japanese missions are adapted from the Britain-v-Japan file.
Unzip the file and put the China, ChinaShipNames and ChinaWarInfo files in the NWS/Rule the Waves/Data directory. The China flag goes in the Flags folder.

Byzantium: This is an alternative history game in which the Eastern Roman Empire (also known as Byzantium) survives challenges from barbarians, Persians, Turks and Muslim expansion and lives on to the present day. In 1900 it is a relatively poor autocracy with undeveloped shipbuilding that controls modern Turkey (as home area), Greece (not a game area but it features in a lot of combat), Rhodes, Cyprus and Egypt. The build area is the Mediterranean. The AI nations in the game are Austria-Hungary, Italy, Spain, Russia, France and Great Britain, so it is a very Euro-centric game. This Byzantium is poor (naval budget comparable to Austria) and has a small dock-size at the beginning: think of them as the Japan of the Mediterranean. Control of Egypt gives them control of the Suez Canal and easy access to the Indian Ocean and this is more valuable than I thought it would be. The flag is purple and gold instead of a perhaps-more-historic red and gold so it makes a nice contrast with those of other nations. Ship names: Capital ships: Emperors and 'glorious' names CA: places and cities CL: classical monsters DD: Dromon (a type of classic warship) is used as a class type, so Dromon-1, etc AMC: a random grab-bag of names that might go on a merchant ship Unzip the file and put the Byzantium, ByzantiumShipNames and ByzantiumWarInfo files in the NWS/Rule the Waves/Data directory. Custom Nation Sweden (Alternate History)This mod assumes that the Swedish era known as the "Storhetstiden" literal translation "The time of the great power" never ended and that Swedish royalty still has alot of power within the nation. Sweden did not cede its colonies in West Africa but lost the Baltics to the Russian Empire and most of its Northern American colonies were also lost. In this timeline Finland is not ceded to Russia, as the war of Finnish War of 1808-1809 ended in a status quo stalemate and Norway is absorbed into the Swedish Army in a personal union, hence the use of the Swedish-Norwegian union flag. Rapid economic growth.Sweden was a country that grew immensly in economic might during the first half of the 20th century, but a little earlier in this alternate world. Above average naval budget
Policy akin to the UK, relying on Navy to protect an empire they really don't have the manpower to maintain otherwise. Technology advantage in AP shells & Armour design.
Sweden is known for its high quality steel and tungsten deposits. Seemed like the most logical advantages to give them. - Add some sort of Indian Ocean colonies, possibly based on Danish India.

Chin China
Here is another take at Chin China. I did this during development but refrained from posting it as there was a China posted. But now I realized this is a different take on China than the existing one. This China has several handicaps to overcome, poor education, corruption and undeveloped shipbuilding. Playing it is a little bit like very hard setting, but when you do manage to win a battle or a war, it is really satisfying.
I have used Wade Giles transcription for Chinese names, as they seem more period that way.
As usual, put the data files in the data directory and the flag in the flags directory.

I've just rebuilt my old Scandinavia mod to 1.31, so post it here. SCania 1_31.zip (97.34 KB) In comparison with Skjold's Sweden, Scandinavia is in worse condition, as it united only after 1864, they should concentrate at very limited designs and avoid loses. Their only opportunity is long coastline, so they are not as prone to blockade as continental Powers. I also didn't create separate possessions for (former) states, but add Iceland. NOTE! This mod replaces MapData, so it don't compatible with any other mod which do it (unless you correct this manually)

Raj India:
This is a custom nation that assumes the British Empire did not break up, but de-centralized in the decade before 1900. The Dominions of Canada, Australia and New Zealand get more autonomy as Ireland and Scotland get Home Rule. India remains under British rule (the Raj) but industrializes and becomes the 'Far East Command' for a Britain that is concentrating its fleet in home waters.
This India is economically under-developed (though it does get rapid economic growth in the first half of the game) and has little ability to build ships in-country. Some of that economic boost is presumed to be aid and technical assistance from Britain. I wanted to give the player a wide range of opponents, so Britain is not listed - this means you cannot buy ships there but also cannot get into a war with her. I'm assuming that Great Britain is fully occupied with European threats and, other than the financial and technical help, is leaving India more-or-less on its own in the East.
Singapore will be a key element in your war plans as you will need to rapidly increase the naval base there and may find it useful to fortify the strait. Another key strategic element is isolation: India is the only power with a home territory on the Indian Ocean.
Since the Raj is run by British officials, Raj Indian ships share the design elements and qualities of their Royal Navy counterparts.
PLEASE NOTE that you must download and install Fredrik's Chin China (see above) in order to play Raj India.

South American Union (SAU):
This custom nation assumes that Simon Bolivar's dream of a united South America has come to pass. My speculation is that years of warfare and negotiation would be required, but by 1900 the unified southern continent is ready to assert itself on the oceans.
Home areas include the Caribbean and South American East Coast, and its only overseas possession is Haiti. It does control the Panama Canal, which may be critical in later years.
Of course this nation is economically undeveloped and the population is neither well-educated or skilled at shipbuilding. The SAU will be purchasing its big ships abroad for many years, and its immediate neighbor and rival for the Caribbean is the United States - an economic and naval superpower. The SAU player will need to be simultaneously cautious and willing to take calculated risks if this new power is to survive and thrive.
Because the SAU is buying a lot of ships from foreign powers, I did not give it any specific techs or traits.

I did decide to go with a bold and easily-recognizable flag design; others I looked at were too complex or changed color against the gold tint of the continents of the map.
My first play-through was good fun; I stood off France (with my British ally) and then took Germany down in revolution, becoming an overnight colonial power without the budget to adequately defend it. I hope you enjoy this custom nation too.

I suppose I should raise my old Ottoman Turkey mod out of the depths of the forum for this thread. Let me repost it:
The second half of the 1800s had seen the once mighty Ottoman Empire hemorrhage territory and prestige. At the dawn of the 20th century the Ottoman Empire was a fading world power with its economy in dire shape and sometimes referred to as "The Sick Man of Europe" by other powers. Its navy was critically underfunded by a paranoid Sultan, who feared it might be used in a coup against him. What little funds it received were often misappropriated by corrupt officers. Ultimately the navy, less than a century ago considered one of the mightiest in the world, was now filled with decrepit ships and nigh untrained crews, barely considered seaworthy, let alone capable of fighting. But maybe it didn't have t be that way? This is a custom nation I've created that allows you to play as the Ottoman Empire in Rule the Waves. To use it, simply just place the downloadable zip into your Rule the Waves install directory and unzip it. Then you just select it from the new game custom nation list and play. Some notes: You might find the nation pretty challenging, even on Game Budget! The Ottoman Empire is the weakest of the European powers present in Rule the Waves, even Austria-Hungary has a slightly better economy than you. Shrewd leadership may be required to achieve superiority or even parity with the other Mediterranean powers, let alone a juggernaut like the British Empire. Unfortunately, as much as I'd love to, the Black Sea is not at all modeled in this Custom Nation. While theoretically it would be possible to include it, it would require extensive editing of data files beyond the scope of a simple custom nation mod. You'll just have to beat the Russians in the Mediterranean or sail up to the Baltic. This is an early draft! I've playtested it a bit, but I'm only one man. If you encounter any strange errors please mention them. I would also appreciate feedback, the nation is meant to be challenging, but if it is too hard, I will adjust things. This goes for the battle scenarios as well; if you encounter any strange engagements with France, Italy, or Austria-Hungary, please let me know (battles against Great Britain, Germany, and Russia are all generic scenarios as they lack Home Areas in the Mediterranean). Mediterranean Powers PackAfter making the Ottoman Turks I've decided to go and produce a version of Italy and Austria-Hungary that is completely Mediterranean focused. They both replace the USA and Japan with my Ottomans and the default Spain nation. The download link below contains both these modified nations as well as my Ottomans.
