I built Olympia style cruisers in RtW2 and the AI never seemed to have an issue. I see the word "style" in that. Either way.. our goal is to help the OP >>> OP: What happens if you try tweaking the speed higher or faster? There are some finite ship types so the AI knows how to handle them. Overlaps are hard on the AI.

Is the reason the 2x3 battleship types are not in the game simply because then the AI would not know how to build them & take their limitation (small number of guns) into account? & then when e.g. funds were reduced for the AI nation one year you'd end up facing a class of budget battleships with ~2x3 14" gun layouts in your 20" 3x2 monster? I'd lay dollars to doughnuts that this is the case, rather than some plot to stop a player having fun. Probably. I feel like you could program an override, like the AI will aim for quality unless it is under a certain number of capital ships depending on its budget. So Spain might field overgunned pocket battleships which is still better than no battleships, while Britain will only start building them if you wipe out the Royal Navy and they have to rebuild from scratch.

Only a few "Great Powers" should even be trying to compete at the top level of Battleship design, the lesser powers SHOULD be contenting themselves with cheaper stuff (and quite possibly getting off the Battleship bus early to concentrate on cruisers etc?) and worrying about competing with each other not trying to scrape together enough for one "Yamato".
