In this screen all ships in the area are displayed but if they are in maintenance/repair or tasked CP or R, in reserve or mothballed, they do not produce "fleet points". Good info. Thanks, tbr. However, when this screen was captured there was no ongoing war. I was playing the Germans, so I know that there were no ships in repair, tasked with CP or in Reserve or mothballed. Every German ship in the area that is listed on the screen is set to Active Fleet status so they should all be counting toward Fleet Points. I can't speak for the AI nations shown, but neither Britain or France had been involved in a war for many years. There is this bit from page 14 of the manual: "Some nations have their blockade strengths modified. For example, Britain has its blockade strength multiplied by 1.2 to account for its geographic position and its dominance in trade and finance. Russia has its blockade strength multiplied by 0.7 to reflect its geographic position.
It would be useful to know if any other nations have similar blockade strength modifications. Perhaps this information should be added to the Nation Data for each country.

Can anyone shed any light on this situation? I'm playing as Spain and because I have 3 colonies in the Caribbean my basing requirement there is 12,000 tons. As you can see in the image below I currently have over 15,000 tons based there in the form of 5 light cruisers. Because the cruiser set to AF is damaged it does not count for basing requirements, so I only really have 4 viable CLs in the region, all of them set to FS. As long as these ships are set to FS the game insists that I have zero tonnage there for basing requirements. However, if I set the 4 CLs to AF then they show up on the Map details screen as satisfying the basing requirements yet the map display still shows the basing requirements as unsatisfied (note the red exclamation point). It seems very strange that ships that are specifically set to foreign stations are not able to satisfy foreign basing requirements. Here is the situation when the CLs are set to FS. Here is the situation when I change the CLs to AF.
