Hey.
Just some small question appeared now during my 11th turn.
1) Is it possible to rearrange the Order of Battle somehow? Creating new Flottillas and Divisions? May even a third task force (for Germany)? 2) Is it possible to transfer ships from one Flottilla/Division to another? 3) If I click with the right mouse button at a vessel, there is an option called "Move up". What's that for?

1. No, not without creating a new campaign using the editor. I suppose theoretically you could create a new force by editing the save file using a text editor but attempting to do so is not supported and may produce weird results. Germany will get a third Force when the Flanders Flotillas arrive; check the reinforcement dialog for the A-Class torpedo boats arrival date. The game creates divisions as the campaign rolls on and some of these continue to exist without ships but will still appear in the Reassign dialog window. One issue with this might be that for the most part the division name is a derivative of an already existing division.
2. Yes. Right click n the ship and use the "Reassign" function. A dialog will open with the possible divisions listed. The same goes for divisions reassigned to different forces.
3. Ships are listed within their division so that the top ship is the lead (effectively the division flagship) and the rest in order from the lead so the bottom ship is last in the divisional column. Using Move Up allows you to set the flagship to taste.
Once the Flanders Flotilla appears you can reassign any division(s) effectively giving you a third force. I use this on minelaying operations to provide independence and flexibility to the minelayers.

Thank you for the provided information. An other question just raised, as I watched the the OOB.
Let me take the DD V43 from 14th Halbflottille. The OOB calls it DD V43 (2 1 m24). An other example from I. Aufklärungsgruppe BC Derfflinger (21 1).
What does the numbers in brackets () are for?

DD V43 (2 1 M24)
DD = Type V43 = Name 2 = Operations Point cost to activate 1 = Training level +1 (between -2 and 2, the plus sign is dropped for positive values) M24 = Carries 24 mines

BC = Type Derfflinger = Name 21 = Operations Point cost to activate 1 = Training level +1

Okay, thanks for the short explanation. One thing might be a bug or described wrong, not sure, wich is intended. =)
If I load a ship with mines, the number behind the M changes to 0. I think, it is intended to be in the opposite direction, isn't it?

No, it's now loaded with mines so its remaining capacity is zero.
