The GNA board of directors wishes to apologize for the current anarchist labour agitation that have caused certain delays in our contracted vessels. Our security staff is working diligently with the finest members of the Imperial Intelligence Service and using agent provocateurs (note from GNA security division: Look how the French influence have spread, even as far as our official communiques!) to root out any anarchist or french saboteurs.
As for the next class of ships for the Imperial Navy a proper battleship would seem to be in order. Possibly supported by the construction of several of the never submarine vessels recently designed.

The Guangzhou Naval Arsenal would like to present our designs for the BM1906 and R1906 competitions GNA-BM1906a
Our Coastal Battleship is built with an eye towards cost, therefore we decided to go for a smaller, ship that focus on armament and armour. Easily resisting 12 inch gunfire we expect it to be able to resist even the finest of British 14 inch guns on both the belt and the turret as well as deck armour. With a broadside of 5 10" guns as we feel that it is the best option to engage capital ships and that the 4" secondaries are excellent to fend of smaller cruisers, destroyers and torpedo boats. Our cruiser proposal is intended to be an affordable raider for the Imperial Navy. With plenty of space for future upgrading of the fire control as well as free space for converting into minelaying cruisers when it's time as a front line raider is past. With a high speed, long cruising range and reliable engines our designers felt that it was better to be able to escape trouble rather than fight it.

Wonderful, i think i will try my hand at a local shipyard. I will just need to come up with a name.
Edit: The Guangzhou Naval Arsenal (GNA for short) would like to offer their services to the Imperial Navy.

Would there be room for another shipyard? I believe there are seven at the moment?
