The VPs are because the enemy gets a strategic advantage because you could not protect your interests in the area. Why is that wrong? I find I get more VPs than the enemy does through this, unless fighting a much superior enemy. As it should be. IMHO, my interests in the area were being served just fine: (Just to mention the notable examples of this stuff)
1.Example: (happened several times already) 3 of my Raiding CL's were sitting on my enemy's home yard, just minding their own business (hunting down enemy merchantmen, closing down lines and bringing home loot for the greater glory of Japan) - with 1 Enemy CA and 4 CL's trying to chase them off. So - battle comes up, and I haven't got enough ships for the battle - what happens? Enemy can't chase them off, so my Raiders are free to Raid. How does that not protect my interests? (Meanwhile my main battlefleet is waiting outside Port Arthur to kick some more Russki a** ... some interest there, please?)
2.example: (also happened several times already) battle is generated in an area where I have absolutely no ships, ports or installations what-so-ever. It's just the enemy vs. birds. (And let me tell you - there are some mighty fierce seagulls down there, too!) How exactly does this hurt my interests?
IMHO, if a battle is to be generated, then generate an actual battle - instead of a useless event that just costs me VP's (tiny amount though it is) for nothing. If an actual battle is generated, and I decline - well, then I truly should be docked off 50 VP's - but if it isn't (and can't be) ...
Anyway - sorry for the rant: it's a great game overall, and (fortunately) "Battle (test)" button still works.

I think, when declining battle, there should be a small chance (5%) that you 'fail' and get get caught out in a disadvantageous position. The chance could vary based on weather, and the speed and reliability of the declining ships. I consider this as very good idea. Personally, I'll just be glad when the Enemy stops getting VP's every time a random battle is brought up in an area where there are no friendly ships to deploy - or there are, but not enough of them.
OTOH: This game is awesome! Have spent my first night after buying it playing it (and haven't really stopped since) - and it gets more deep (read: nail-biting) the longer I go on. Seriously: keep up the good work!

I don't know if it's just mine, but when I design ships at the limit of the engine (i.e. 52000-ton 32-knot monstrosities like Iowa ...) - I get a 'glitch' concerning the horsepower needed for the propulsion. The Progression goes something like this: (all of the below for 52000-ton boat)
speed: 20 kn = 50.400 HP speed: 21 kn = 55.600 HP speed: 22 kn = 61.700 HP speed: 23 kn = 67.900 HP speed: 24 kn = 78.400 HP speed: 25 kn = 86.100 HP speed: 26 kn = 1.400 HP speed: 27 kn = 58.100 HP speed: 28 kn = -140.928.600 HP speed: 29 kn = -156.789.000 HP speed: 30 kn = 1.800 HP speed: 31 kn = 2.100 HP speed: 32 kn = 2.100 HP
Note: this seems to happen on all tonnages of 51000 and above. Also: so ... scratch one Yamato, huh?

Not so much a suggestion but a wish. I would love to see the game expanded by 25 years and see carriers added to it. Well, the beta patch extends the game to 1950 (although research rapidly equalizes after 1925 as more countries hit max tech). Hello.
Since effects (and methods) of the Air Raids on ships are similar to Submarines, I see no reason why they couldn't be done in the same way. Obviously, they could only be short-ranged (i.e.in the same Theatre) and launched from land (Airfields as Coastal Defences?) - but cheap for the price. Edit: and, of course, they (unlike Battleships) could be researched beyond 1925 - becoming even more effective. (And giving those 'beyond 1925' folk something to think about.) Also, those unused MTB's could (finally) be included - and handled the same way as Aircraft.
