Suggestion for Tsesarevich and Retvizan:
Both ships received serious damage during Japanese surprise attack and were in repair until summer (7-8 June). In game, however, last ship ends repairs at the beginning of April, so they theoretically may both help Oslyabya's squadron to breakthrough to Port-Arthur, or perform other actions. Increasing their time to repair don't solve problem, as only one capital ship may be in repair for one turn. Maybe, it is better to add one of these B's to "reinforcement", which "arrives" in Port-Artur in historical end of repair time, and second will be in repair as now, but for much longer time.
Bays east of Dalny and Vei-Hai-Vei would be better if fenced with shallow waters, now they are just traps to AI ships.
Makarov's arrival and OP.
In present version there is no much difference between number of OP available for Russians at different stages of war (except Rojestvenski's arrival). Maybe, add some more variety? My suggestion: lower OP at the beginning and in first weeks (Makarov hasn't arrive yet, nobody want to act without his orders), slight OP boost after 8 March (Makarov arrived and start fleet training and operations) with reducing to middle or even low number some weeks later (due to conflict with Viceroy Alexeev). Then huge amount (100-150) OP add in the middle of summer (IRL it was Tzar's personal order to move fleet to Vladivostok, but if situation is better, it may be order to defeat Japanese fleet in decisive battle), and then new OP reduction due to P-A siege and problems with supplying Vladivostok.
(I mean here +- 10-20 OP variety instead of present +-5).
Another possibility, in my opinion, is to allow player collect some more OP before reduction appears. At least, it should be possible to move whole fleet to Vladivostok in single operation. (Now combination of OP reduction from too many OP and from siege progress doesn't allow me to have more than nearly 100 OP, so I couldn't activate Vladivostok squadron to help P-A sortie)
Also: it would be good to add possibility of randomising OP flow in future versions - this would make player's life bit harder
And question: How may I make text message with no effects which will appear in its own window, not in "turn events"?
