noshurviverse - I suspect that 'Kongo' has salt and fresh-water swimming pools, a geisha restaurant and a rice-paddy on the fantail. I've noticed the same thing; the AI is handed a template it can't really take advantage of and so it builds massive, inefficient behemoths. Reminds me of 'Bismarck', actually.

I think that message can sometimes appear for ships in refit, as well as new ships. Brandenburg is probably just being updated.

You've got to keep that delicious, delicious motor fuel away from thirsty sailors. Access to the torpedo engine room is under strict lock and key. en.wikipedia.org/wiki/Torpedo_juice

What's this? A fleet battle? And the enemy accepted? Fantastic! Hang on. Why is there already something in sight? Wow, that's close! Oh, poop. Light rain, there's a gale, and it's night. Sighting range is 1750 yds. Well, at least it's less than 2 hours to dawn!
EDIT: Ok, now I'm confused. The weather worsened to heavy rain, which... increased sighting range to 2100 yds?
