Harbour blockade ship. Has enough weapons to be counted as a warship and has enough armour to make it to enemy seaport to block it. You can build on same tonnage something a little more expensive however quite usefull. Enough firepower and armor to wipe out enemy light cruisers (combination of speed and firepower and range of 8" guns is enough to damage enemy cruiser enough before that ship go into range and enough firepower to keep enemy destryoers out of bay. 28 knots should be enough to keep this ship out of danger from enemy battlecruisers. Year 1925, so previous years would be a little larger and more expensive.

Yeah, thats why you dont build ships like HMS Furious as well. It is possible, but why should anyone do it? There is no water too shallow for some ships and at the same place deep enough for the others...
