With RTW is it possible to have multiple designs for a time period? If it is, and assuming that they use the same structure for RTW2, it could be good to have a blend of historical and ahistorical for the AI to choose from.

Look at directory Data\Ides They are tdf files, they are ships designs.
example: B0A0.tdf
B ... type of ships (B,CA,CL,DD) 0 ... number of time period (0-4) A .... nation (X ... generic, I am not certain but I think it uses shipprefix same as in save file, eg. "ShipPrefix=G" means G for UK but "G" is for Germany too) - Could somebody confirm?
0 ... number (0-7, higher numbers were mentioned for specific cases)
The file is similar to saved design with some differences. I did not try to do it as when I start thinking about it it was clear that RTW2 is comming.
May be somebody who have already done some templates can elaborate. But I think to do it you need to edit your save file to simulate certain technology and that try to design your ship and save it. Than convert it to tdf file.

Very interesting. I wonder if it is possible to force AI in order to impose "historical" alliances. Moreover it would be necessary to be able to transfer between the allied nations, some of them guided by the AI, both technological advances and types of aircraft.

I think the allied nation to player are more likely to sell technologies. If it is between AI I do not know but probably it could be.
Force historical alliances is probably issue as whole RTW mechanism is about threat level. So I think it is possilbe to setup aliances but not how it involves.

but otherwise I imagine that at the very least they would have been built very slowly. That's an interesting notion, I wonder how much the construction of a ship could be slowed down before it makes the ship significantly more expensive.

RTW takes place in such a remote period that for all of us it is possible to accept the convention according to which the most varied wars break out between this or that nation "for futile reasons". Although we may like to know that the crowd (starved by our few coastal submarines) has overthrown the Kaiser and that the war is won, we know that it's all a joke. To the older of us, in particular to those - like me - who have seen WW2 bombs raining near their home, it will seem absurd to play an RTW2 game in which, say, UK fights against USA in 1942 or Italy against Japan. For this reason I would like - at the very least - that RTW2 make it possible - at the option of the player - to pre-establish a game situation in which the historical WW2 alliances clash. I wish I could build, command or fight ships that we have read about. I would like to see if I could - within the limits of this game - do better than Admiral King or Admiral Raeder or ....etc. etc. The simplest choice could be to give the player total control over all of his "coalition" navies. Even better would be to give him a certain leverage, by which to direct the naval constructions and the technological development of the allies.

It is extremely difficult to make a game like RTW that generate historical result 40 years after it is started. After all, in 1918 Italy and Japan were allied to UK, Japan was, in fact, very close ally but 25 years later they were at war. While events in RTW are quite vague, you can often trace series of events that lead to war. Events comparable to what happened, or could have happened in history. In RTW you can guide the country in such way so you avoid wars almost entirely (oldpop2000 plays like this) or usually prevent war with countries you do not want to fight. But fully realistic WW2 should IMHO be relegated to some follow up game like SAI 2.Though SAI only gives you what countries built in reality, so maybe this time give option to player to design and build ships during game.
