(There are some japanese accounts of Japanese 8inch type-3 shells performing well against US plane in the solomons, but said account also grossly exaggerated American loss so are likely to be unreliable.) Type 0, being an high explosive shots, does not remedy the poor training, inability to response quickly, and poor accuracy over long range that plagues using capital grade artillery for AA. Type3 shells are most likely replaced due to the barrel wear they cause and their potential as a flame hazard.
I do not believe Japanese developed vt fuse at all in ww2? The US went to great length to keep it a secret and I did not read anywhere that the Japanese utilized the technology.
In any case, while its definitely possible in game for VT fuse to be developed by any country, also note that by that time aircraft speed have again increased, and we are looking at the potential for jet aircrafts around the corner. Without advanced air warning system its probably still impossible for surface warships to react quickly and accurately with their main gun. If capital grade aa guns have any advantage at all, it will be range and not destructive power. Im not sure if the level of technology that will make them worthwhile and significant will be existing in the time frames of Rtw2. It would seem that even with radar and vt fuse, capital grade aa are likely to have very limited effects against advanced jet aircrafts, which may not warrant any extra work that may go into modelling them into the game.
cannot find the japanese vt fuse source when i do i will provide it although im fairly sure they had a program which although did not supply nearly enough for any diffrence they did supply them

i would not want to imagine what a 356 or 460mm gun would have granted they would also have CONSIDERABLY longer reload
so i went off the deep end into le history depths and looked at sanshikidan usefullness on battleships vs bombers and fighters and found this
It is possibilie that B-24 "Taloa" was hit by a 14-inch Type 3 shell fired from the No. 2 turret of HARUNA. Its crew reported that one B-24 was hit and crashed in flames after being hit by a "Sanshikidan" AA shell.

Provides AA fire support for the retreating carrier ZUIHO. After 1735 fires several main gun salvoes with Type 3 "Sanshikidan" incendiary AA shells at a formation of twenty attacking Curtiss SB2C "Helldivers" from her aft turret, claiming two dive-bombers.
1204: Enemy planes are sighted; the formation speed is increased to 24 knots. Two minutes later ten carrier planes appear 30 miles to the starboard. At the distance of 25,000 m (27,340 yds), MUSASHI targets them with her main battery guns, firing Type 3 "Sanshikidan" incendiary AA shells.
Eight SBW-3/SB2C-3 "Helldivers" from INTREPID attack simultaneously from the bow and stern directions. They score two bomb hits and five near-misses. Two "Helldivers" are shot down, four receive flak damage.
During this attack, MUSASHI switches over to her second main armament director. She fires nine 460-mm Type 3 shells, seventeen 155-mm Type 0, two hundred and seventeen 127-mm Type 3 and an unknown number of 25-mm rounds.
1350: The third attack is over. Counterflooding reduces the heavy list to starboard to one degree. The ship is now down 13 feet by the bow with almost all trim tanks and voids filled. 1027: NAGATO opens fire with her main guns firing "sanshikidans".
keep in mind i only picked the ones firing against planes so when it says supporting squadron it means assisting them in shooting down aircraft
