While I would like to see an early start date (like 1889, for example) - I'd prefer to have a 'filled out' legacy fleet better. Currently, legacy fleet is composed solely of 'modern' (for 1900) ships, with older ones nowhere in sight. This would be like, for example, Great Britain entering WW2 with only KGV class ships - while completely ignoring Hood, QE's, Nelsons, Revenges and Renowns. Now, obviously, players would need an incentive to build such obsolete ships in the first place, so a 'discount' of 5% (or even 6%) per each year of ship's age thus far could be beneficial - but of even greater benefit would be the (effective) doubling of the legacy fleet, and much more interesting battles where pre-dreadnoughts actually have a chance to be sunk once in a while.
Just my 0.02$ anyway - Cheers!

To a degree it could just spread out some of the earlier techs (like Krupp armour, apparently a 1900 tech in RTW, but it was at sea before that; or double bottom which is 1860s tech) into 1890's and introduced few new ones. All centerline turret ships (like Hood) also shouldn't be too tricky to add, just make the turrets heavier and perhaps less reliable than regular and enforce low freeboard.

Well, the RTW team is doing a fine job with pushing the timeline forward in 25 year increments, if two games can qualify as a meaningful pattern. With RTW being set from 1900-1925 and RTW 2 from 1900-1950. Similar incremental steps backwards with each release might make a certain amount of sense. I would be very interested if RTW 3 is set from 1890-1975. I might be a bit more eager to see missile ships than sail ships, so if a compromise needs to be made in one direction or the other then I suppose I would rather they prioritize pushing the end date forward than the start date back. But any expansion in the period of naval warfare I get to experiment with is welcome.

I'd oppose 1975 actually; ship combat changes a lot more from 1950 to 1975 than it does from 1900 to 1875. It makes more sense for them to complete the entire era of metal ship gun combat (1860-1960) before going outside that range.
