There is no hard limit (that I can think of), but loading performance will suffer on slower computers the more ships and forces there are in a campaign. I noticed that there's a 200 division limit. Is there any way that can be lifted? Now that you mention it - yes there is. Could possibly be lifted, I will look into it when I have the time, but don't hold your breath.

I was considering a "master template" faux campaign that would catalog all world's navies, their bases, and rough organizations for a given period, say 1910-1920. Once this existed, a campaign designer could erase the navies he doesn't want (or imports them into a fresh campaign). This would be a neat resource for a future Feature request: "Import location" similar to "import division". That is pure genius! It would make it very easy to build hypotheticals. Particularly interesting with nations like Britain who had a lot of their force spread around the globe and Russia with the sea-locked Black Sea fleet. I was thinking about adding the Black Sea theatre as an addition within the Baltic Campaign as a way to see how to get it working and so that the existing divisions remain intact.
