Ok then I'll reiterate something stated in a post that got deleted...
The way things look the "problem" described in the OP is a "problem" from his standpoint, but doesn't look like a bug to me. We all know the game is designed around preventing widely unhistorical decisions that would've not only made little sense in the context of the timeframe the game is played at, but would've actually costed the admiral who took them his post.
Now if the OP had instead of throwing off the gauntlet of "it's a bug, and if you don't think it is you're a (insert insult here)", had gone the way of "still, having a cruiser as a flagship when CVs are around seems as unhistorical as slashing your whole battleship fleet would be", he'd had a point.
Now I'm far from telling anyone how they should play a single player game. I like history and like the effort of RTW to keep hindsight from taking too much of a role in the gameplay, but if someone comes and say "maybe things should be a bit more relaxed for those of us who want to go much deeper into a what if fleet" I'd say he also has a point.
At any case my whole qualm with the individual who posted the OP is that he began calling something that's clearly a feature, a bug. Maybe the "feature" is overdone (I DO think having cruisers as flagships in a CV battle when there are no BBs around is going ... a tad too far in the "big guns had the flag" historical side XDDDD) and should be a bit more flexible...
but I just don't like people trashing a game, calling it "bugged" or accusing it of being "nearly unplayable" just as a result of them taking extreme courses of action that the game was designed to counter to begin with. Maybe that's just me, but one thing is saying "hey guys, maybe this is a bit too draconian?". another is coming and saying "this game is unplayable because I did this thing that nobody would've ever done historically, and look what happened".
Ok, for me case closed, positions cleared, is where I stand and I'd rather keep it as it is, because judging by the precedents...oh well. I just won't go there XD
