At this point your best theoretical refit is to put in a new oil fired engine, add some bulging, and increase the deck armor. 12x15" as a main battery armament isn't awesome as far as main gun suites go, but it'll still get the job done and plunging fire is going to bite you in the ass soon. Old BCs have an incredibly short shelf life; once they're done it's KAPUT and out they go on raider mode. I seriously don't know why people seem so fixated on the biggest possible gun calibers. 15" guns are perfectly serviceable throughout nearly entire game - at least in RTW1, I don't recall ever building a ship with larger gun caliber. In my recent game that lasted until '62, I also used 15" max.

In RTW1 I have never go over 16" guns except testing. But in RTW2 it seems that penetration in 20s is not as high as in RTW1 so 18" guns could be usable. It will depends on capital ship armour of AI designs.
Right know I am using mainly 15" and 16" guns at end of 20s and have no problem with penetrating. Sometimes it happens that some shells does not penetrate belt armour over 20000 yards, especially around 23000 yards and more however this is extreme range and reasonable.

Generally speaking as soon as I have 14'' unlocked I'm fine (bigger guns will come for sure, and I'd rather settle for 15'', but with that you have enough to cover most of the game). But hey, some people like bigger guns, that's ok .
