Picture 1: AI Fleet ist 12 percent expansiver then possible. Japan starting budget = 508284 - Budget used from AI = 569278
---- Picture 2 and 3: AI generated fleet: ---- Picture 4: There is a Design named Takachiho (CL) - but there is no ship with this name available nor in production. But with foreign station is OK - there is no ship marked as FS in the ship list!
---- Picture 5 - 14: Also serveral ship designs are seriously overwight - this is another 3 percent budget advantage
---- AI generates a fleet with a 12 + 3 = 15 Percent budget advantage instead of a self designed fleet!
I'm not sure but i think AI fleets from the opponent nations also still 15% "larger" than it should be possible. Tested this serveral times with all releases of RTW2 - everytime the same - AI generated fleets still to large and uses overwighted ships

I wonder if the AI Advantage setting is being applied to AI-generated legacy fleets for the player nation?
That said, going overweight is possible even for player-designed ships, so that's not cheating.

The AI Advantage option ist not checked. So if this is the reason it must be a bug. Also the AI Advantage option should give a 10% Budget Advantage? So this can't be the reason why some Designs are still overwight?
In addition the AI Advantage option schould not effect the player's legacy fleet. If this is the reason too, this is surely a bug.

I had this problem as well in the game I started as Germany in 1900 on very large fleet using 1.05. Every single class in my auto-generated legacy fleet was significantly overweight, which no doubt has exacerbated the tendency of these early ships to sink from floatation damage.
