Starting a new game as Japan in 1900 with Very Large fleet and all other options on default. The budget is the same regardless of whether Historical Resources is checked on or off - 129,360 a year, 10,780 a month.

Bumping this because I noticed it too, it's immediately testable by starting a couple new games and comparing the numbers. The historical resources option does nothing.

Same here. Darn. I was just thinking to myself that I must be doing a really good job managing my budget because I am able to build so many more battleships than in RTW1 as Italy with historical budgets on.

Not true. Look at the Almanac and you'll see the ship counts are different. So something is going on.

What's interesting is the economy is nearly the same despite the difference in ships, at least when I tested it. Weird. Maybe it's the higher cost of ships being built.

Obviously the one with fewer ships. Fewer ships? Yet they both have the same tonnage of ships and that is the more critical factor. You are right mind but in this case (pure happenstance) the supposedly historical resources fleet is far stronger as a starting fleet. Recall Germany can be build 8-10 destroyers at the same monthly cost as a battleship and have them in the water and worked up in 12 months as opposed to 25 months just being built with accelerated construction and not counting the typical 3 months to work up. Anyway the point is that nations are showing no difference in the budget to build the legacy fleet nor their operating budget, just normal ingame randomisation. |

I suppose it’s possible that historical resources is only mostly bugged and still does something to legacy fleet generation; if I were in front of my desktop I could run a quick experiment of starting 5 games with historical resources “on” and 5 with it “off” and comparing average tonnages, but I’m not and won’t be for at least ten hours or so. Regardless the budgets themselves are bugged, as we can quickly tell.

You can normalize the ships by the British, as they have the same budget in historical and game. So if people don't have different proportion of ships compared to the British in the two, and the budget numbers are the same, then it's probably a bug.

As the thread title (edited I assume by William or Fredrik) notes this should be fixed in 1.02; when I get home late tonight I can check and confirm this.
