After a few rather unfortunate Royal Navy capital ships got thoroughly Midway'd by the Kriegsmarine's naval air arm (presumably after they bombed Goring enough to convince his successor to give them CV planes!), I went through the damage logs. It turned out that the first bomb hit (SAP) on the Royal Navy CVL was labelled as a Dud hit, yet still managed to both knock out a gun crew via splinters and start a fire. While such a thing happening in real-life is not impossible, I was uncertain as to whether that was an intended function in the game.

I also saw a carrier catch a 'dud' bomb that started a fire anyways... Perhaps it smashed open a fuel can and startled a sailor having a smoke break!

'Dud' AS missile can oneshot sink 4.5 kt Destroyer (Sheffield) and even a full-sized 9 kt Light Cruiser (Krasnyi Kavkaz). Two 'dud' 1000lbs bombs killed 3.2 kt frigate (Antelope).
So this can be not bug but feature. )))))

Yes, duds do cause damage, though normally not as much damage as a functioning shell.
