I was starting my first 1900 game, as Italy, and doing my legacy fleet designs. After designing my Bs and DDs with no issues, I was trying to build a 3kton CL, and the Check Design button wasn't working right. It would give me popup warnings when I had major errors(wrong class, etc.), but not load the design report window. This also prevented the design from being saved - the buttons would just do nothing. I was worried I was going to lose the work I'd already done, because I didn't want to build such a grossly unbalanced fleet, and you can't even save at that point.
It got resolved, fortunately. I'm not 100% sure what did it, but I closed the window and re-opened it a couple times, and eventually it worked. Building ships of 6-7ktons seemed to work better than the 3-4kton designs I was starting with, I think. Also, I switched to using single turrets for the primary at about the same time, so perhaps that helped. (Sorry I can't give a better bug report, but I wanted to get ships built while it was working.)
Edit: I'm getting the same problem with regular fleet design. My first theories don't work - changing double turrets to single, changing starting class, changing mass, and changing gun calibre doesn't help. It worked when I switched absolutely everything to a legal CL design - protected cruiser armour scheme, a belt/gun combo that isn't a CA, and armour on all locations. From testing, it looks like the issue happens when I have 0" of deck armour. So setting deck armour of 1" or more seems to fix this?

i already posted this in the original bug thread, but if you give your CL 0" of deck armour it disables the 'check design' and 'save design' buttons
add 1" of deck armour and the buttons get re-enabled
