They are small, unarmored and you could build and an entire Destroyer for the amount of time it takes to rework an ammo bin. It's ridiculous. There's no equivalency between a DD and a BB when reworking 20 rounds. One has a shell that weighs 55lbs and the other 2700lbs. One has an ammo bin that can be converted into bunk areas and the other is buried under Deck and Belt armor engineered into the Turret that weighs as much as some CL's. They both shouldnt take 12 months.

They both shouldnt take 12 months. Thanks! I'd go as far as to add CLs under 2" belt to that exemption. Lighter ships often had magazines not even under the guns, especially earlier on. Some even had centralised magazines. I think that they should be refitted for other purposes very quickly, though maybe with a slight weight penalty over a new built CL with less ammo compared with just removed ammo.
